Hoverboards without wheels are illegal in the united kingdom and ban in New York. However hoverboards with wheels have been restricted in a number of stores. The lithium batteries are placed where you put your feet and the batteries can't take that much pressure so after a while they blow up. Also if you charge it to long they overheat and cause fires. They were supposed to be a blockbuster christmas gift but because of the safety concerns there not for sale.
